College Tenure Under Fire In Oklahoma

A bill that could abolish tenure and threaten academic freedom at state college campuses has been introduced in the Oklahoma Legislature.

State Rep. Corey Holland, a Republican from Marlow, has introduced House Bill 2598, an approximately four-page measure that, if approved, would put professors and administrative staff on an annual contract system. The bill states that “ . . . on or after July 1, 2013, no administrative or instructional personnel may be awarded tenure, a multiyear contract, or a continuing contract . . .” College presidents would be exempted from the measure.

The bill also states:

Tenure, a multiyear contract, or a continuing contract in effect prior to July 1, 2013, may not be renewed, extended, or readopted. Administrative and instructional personnel without an annual contract are eligible to be awarded an annual contract pursuant to paragraph 3 of this subsection . . .

While he voted against the Employee Free Choice Act and supports the Columbia Free Trade Agreement, Congressman Dan Boren's voting record is far better than the rest of Oklahoma's Congressional delegation.

The AFL-CIO cautions that voting records are just one item workers should use in considering whether, and how strongly, to back a lawmaker in the coming elections. And some lawmakers without “perfect” records may actually be as pro-worker as their districts allow.

Thus, for example, in Oklahoma, an extremely conservative anti-labor state, Rep. Dan Boren, the state’s Democrat, voted in agreement with the AFL-CIO on 18 roll calls--fewer than any other House Democrat nationwide--and disagreed on 12, including passage of the Employee Free Choice Act. Boren missed the other 3 votes.

But Boren was far ahead of the Sooner State’s four other representatives, all Republicans. Each agreed with the AFL-CIO twice and disagreed 30 or 31 times.

“I couldn’t stand to hear any more bull,” Henderson said. He said he was shocked that Taylor would select Palmer because “under his administration there were more problems with the city of Tulsa’s race relations with the black community as well as how the officers were treated than any other police chief in this city.”

Palmer’s tenure in Tulsa saw the filing of a racial discrimination lawsuit by black officers against the city.

That ultimately led to a federal consent decree that requires continued monitoring and training.

Not only that, On Palmer's website is a picture of him with former Attorney General John Ashcroft.

WASHINGTON, DC -The ACLU today voiced its strong opposition to an amendment passed late last night to the Senate immigration bill that would declare English the national language and severely restrict the government’s ability to communicate with citizens, residents and visitors. The ACLU praised the passage of a competing amendment that would recognize English as the "common and unifying" language of the United States without restricting access to crucial federal information or declaring it the official language.

The passage of the two irreconcilable Senate amendments will have to be worked out in conference, with one of the amendments likely to be abandoned. Amendment 1384, offered by Senator Ken Salazar (D-CO), acknowledges the important role of English in the United States without endangering the access of non-English speaking Americans to vital information from their government. Amendment 1151, offered by Senator James Inhofe (R-OK), would prevent the federal government from providing any information in languages other than English and restrict constitutionally protected speech between government officials and the Americans they serve.

"The Inhofe English-Only amendment would punish citizens who need access to medical care and disaster relief, and it would raise new barriers to learning English," said Caroline Fredrickson, director of the ACLU Washington Legislative Office. "This country needs better access to English education for limited speakers, not a mute button on government access for millions of Americans."

The Inhofe amendment would deny limited-English proficient (LEP) Americans access to basic government information such as instructions on how to pay taxes, which would inadvertently promote tax evasion. It would limit information about federal policies and government services in languages other than English. It would bar instructions about workplace safety, natural disasters and vaccinations in a form that all Americans can understand. It would also prevent LEP patients, particularly the elderly, from communicating with their doctors. It is a dangerous amendment that places every American at risk.

"The Inhofe Amendment does nothing to promote the use of English," said James Thomas Tucker, ACLU Policy Counsel and author of a 2006 study of ESL waiting times. "It does not reduce the long waiting lists for English classes or educational discrimination against Americans with limited English. Instead, it keeps people who want to learn English from speaking it. It panders to English-only groups seeking to exclude millions of language minorities from American society."

State Rep. John Trebilcock, R-Broken Arrow, was arrested early Saturday in Tulsa on municipal complaints of driving under the influence and not using headlights.

He is the author of a 2005 law that requires people who are convicted of a second charge of driving under the influence to install ignition interlocking alcohol-detection devices in their automobiles before they can get their driver's licenses back.
